Sir,
I laid before the Marquess of Salisbury your letter of the 20th instant, inclosing a copy of a despatch and inclosures from the Governor of Hong Kong, in which it is suggested that provision should be made in the Hong Kong Extradition Ordinance for the extradition of political criminals from that Colony to China.
I am directed by Lord Salisbury to request that you will inform Mr Secretary Chamberlain that His Lordship entirely concurs in the views on this proposal which are expressed in your letter.
